(g) Despite the fact that these hotels serve transients and

emigrants, we recommend that 10% of the accommodation in

the bigger hotels should be made available, as a trial,

for Chinese "resident guests" at the prevailing rate of

charges less 30%.

Note:- Since preparing the comments in

paragraph (f) and (g) above, the

accommodation situation has altered due

to a further influx of persons into the

Colony. Nevertheless we place our

comments on record in case the situation

should revert to that existing as at the

beginning of November.

(h) We strongly recommend that the 10% surcharge which

prevails in some Chinese hotels as a service charge

be entirely eradicated as we understand that the

"boys" receive only a small percentage of the total.

FURTHER RECOMMENDATIONS.

(a) Non-commercial establishments.

Establishments such as the Y.W.C.A., the Y.M.C.A.,

the Sailors' and Soldiers' Home, the Helena May Institute

etc. should be exempt from control.

(b) Display of rates in hotel bedrooms.

A card showing distinctly the accommodation rate and

the charges for service should be displayed in each room.

(c) Percentages

In this report the percentages recommended to be set

aside for the accommodation of resident or other guests

should not become operative until guests normally vacate

their accommodation.

(a) Control over rooms for resident guests.

When such rooms are not required for the accommodation

of "resident guests" the hotel Management may after

first obtaining the approval of the Competent Authority,
